BHUBANESWAR: The Government of Odisha has officially started the first phase of the national census. On Tuesday, Chief Secretary Anu Garg led the initiative by submitting her personal details through the new Self-Enumeration Portal. This marks a significant shift toward a digital and more efficient data collection process in the state.
The census program is a collaborative effort. The Directorate of Census Operations, which falls under the Union Ministry of Home Affairs, is working closely with the Odisha Revenue and Disaster Management Department. Together, they aim to cover all 30 districts of Odisha during this initial phase.

Two Phases of Data Collection

The census will proceed in two distinct stages. The first stage focuses on House Listing and Housing Census.
 * Self-Enumeration (April 1 – April 15): From now until midnight on April 15, citizens have the option to fill out their details online. They can visit the official website at https://se.census.gov.in to participate. This is the first time in the history of the Indian Census that the government has provided a self-service digital portal for the public.
 * Door-to-Door Visits (April 16 – May 15): After the self-enumeration window closes, trained enumerators and supervisors will begin field visits. They will go from house to house to collect information. If a citizen has already submitted their data online, the official will simply verify that information and finalize the entry.

A Call for Public Cooperation

Chief Secretary Anu Garg emphasized the importance of this national task. After submitting her own data, she requested the people of Odisha to cooperate fully with the census officials. She noted that providing accurate information is vital for the state's development.
"I urge everyone to use the self-enumeration portal and provide correct data," she stated. She also extended her best wishes to the citizens and the entire census team for a successful program.

Key Officials in Attendance

Several high-ranking officials attended the launch event in Bhubaneswar to show their support. The group included Nikhil Pavan Kalyan, the Director of Census Operations for Odisha. Other key participants were Joint Directors Hemanta Kumar Singh and Haradhan Karmi, along with Assistant Director Umakant Sahu. Priyadarshini Jena, the Deputy Commissioner of the Bhubaneswar Municipal Corporation (BMC), was also present.
This digital initiative aims to make the census process faster and more transparent. By allowing citizens to record their own information, the government hopes to reduce errors and ensure that every household is counted accurately. The state government expects a high level of participation from the public over the coming weeks.
