How the Corruption Unfolded

The contractor, who had completed certain projects for the NAC, had been facing delays in getting his bills cleared. According to the complaint, Dhal had been demanding money in exchange for processing the pending payments. Additionally, the officer allegedly asked for a bribe to facilitate measurements for another ongoing project. Frustrated by the continuous harassment, the contractor approached the Vigilance Department, which then laid a trap to catch Dhal in the act.

The Vigilance Trap & Arrest

Acting on the complaint, a team from the Vigilance Department set up a sting operation. Dhal was caught accepting the bribe amount of Rs 20,000, which was later seized as evidence. The entire transaction was monitored by the officials, ensuring that there was clear proof of the crime.
Following the arrest, a case was registered against Dhal under Section 7 of the Prevention of Corruption (Amendment) Act, 2018 at the Bhubaneswar Vigilance Police Station (Case No. 08/2025). If convicted, Dhal could face severe legal consequences, including imprisonment and dismissal from service.
