Bhubaneswar: The Odisha government is preparing to launch a new liquor policy by the end of this month, replacing the current annual system with a three-year plan. The change is designed to bring more stability and growth to the state’s alcohol industry while improving regulations and revenue collection.
Excise Minister Prithviraj Harichandan shared the update on Friday, explaining that the policy is in its final stages of preparation. The government has carefully reviewed the existing rules, gathered feedback from industry stakeholders, and studied excise policies in other states to create a more effective framework.
Once announced, the policy will take effect immediately, providing a consistent set of rules for the next three years. Officials believe this will reduce uncertainty for businesses and enforcement agencies while encouraging growth in the industry.
Industry leaders and law enforcement officials are looking forward to the policy’s release, expecting it to bring much-needed structure to the state’s liquor trade. By balancing economic benefits with social responsibility, the government hopes the new excise policy will benefit both businesses and consumers.
The move follows a growing trend among Indian states to adopt multi-year excise policies, which help reduce frequent changes in rules and allow businesses to operate with greater confidence. Odisha’s decision reflects a broader effort to improve governance and boost revenue in a controlled and sustainable manner.
With the final draft nearly complete, the state government is expected to make an official announcement soon, marking a significant step in reforming Odisha’s liquor industry.
“This new policy represents a strategic shift,” Harichandan said. “Instead of revising the rules every year, the three-year plan will provide a clearer, long-term structure for the excise sector, helping businesses plan better.”The updated policy includes several key changes, such as revised licensing rules, stronger measures to ensure liquor quality, and a more transparent system for retail distribution. The government also aims to increase revenue while keeping public health concerns in mind. The policy is part of Chief Minister Mohan Charan Majhi’s effort to adopt best practices from other states and modernize Odisha’s excise regulations.
