BHUBANESWAR: (Rupashree Swetapadma Mohanty): The Commissionerate Police of Bhubaneswar-Cuttack recently held a special training programme for Special Police Officers (SPOs). The one-and-a-half-day event took place on June 22 and 23 at the Police Seva Bhawan conference hall, which sits inside the Commissionerate Police Headquarters. 
Police Commissioner Shri S. Deb Datt Singh and Additional Police Commissioner Shri Narsingh Bhol opened the training session. The IT and Social Media Cell of the Commissionerate Police organized the event, while Shri Akshay Nayak managed the schedule.
The main goal of this training was to improve the professional skills of the SPOs. Senior officers wanted to make the SPOs more efficient and help them develop a mindset focused on serving the public.
During the second session, retired Traffic DCP Shri Tapan Kumar Mohanty took over the instruction. He shared practical knowledge on managing traffic flow, controlling large crowds, and handling sudden incidents on the road.
After that, Additional DCP Shri S. K. Mohapatra taught the final session. He explained the key rules of the Odisha Urban Police Act of 2003. He specifically focused on how to handle public nuisances and outlined the legal duties that SPOs must perform.

Day One: Focus on Basic Policing
The first day focused on the basic rules of police work. Shri Swaraj Debata led the opening session, which taught the SPOs about their specific roles and the official chain of command. The trainers emphasized the importance of uniform discipline and a strong sense of duty. They also explained how SPOs should act as first responders during emergencies, how to handle the public with good ethics, and how to follow emergency response protocols.During the second session, retired Traffic DCP Shri Tapan Kumar Mohanty took over the instruction. Day Two: Legal Rules and Operations
The second day moved into legal details and daily police operations. Shri Prakash Chandra Pal, a retired DCP of Law and Order, explained how to manage public order safely and legally.After that, Additional DCP Shri S. K. Mohapatra taught the final session. He explained the key rules of the Odisha Urban Police Act of 2003. He specifically focused on how to handle public nuisances and outlined the legal duties that SPOs must perform.
