Bhubaneswar: The Election Commission of India wants to make elections fair, accurate, and clear. To achieve this, the Commission is taking a major step. They ordered the start of the third phase of the voter list update. Officials formally call this the 'Special Summary Revision' program. 
Door-to-Door Voter List Check Begins: Odisha Enters the Third Phase


This third phase covers 16 states and three Union Territories across the country, including Odisha. The Commission planned this schedule very carefully. They made sure the timeline fits well with the ongoing national population count and house listing work.

A Massive Door-to-Door Drive

In Odisha, local administrators have already started their preparations. A huge team of workers will carry out this important task across the state.
  • Around 38,123 Booth Level Officers (BLOs) will do the main fieldwork.
  • These officers will visit every single home in their assigned local areas.
  • They will talk to families directly and verify the details of all registered voters.
The officers will find out if anyone moved away to a new city, if anyone passed away, or if new young voters need to join the official list. This simple door-to-door method helps catch older mistakes and keeps the voter database completely fresh.

Teamwork for an Open Process

The Election Commission also asked political parties to help with this massive task. The Commission wants the entire process to remain completely transparent. Therefore, they requested every political party to appoint one Booth Level Agent (BLA) for each voting booth.
Right now, various political parties in Odisha have appointed 27,723 agents to assist. These agents will work closely with the government officers. They will check the names together and make sure no genuine voter gets left behind. This active teamwork helps build public trust in the voting system.

Delayed Regions and Past Success

This voter list update will happen across the nation in different stages. However, the Commission left out three specific places for now: Himachal Pradesh, Jammu and Kashmir, and Ladakh. The weather conditions in these areas are very harsh right now. Also, the second part of the local population count is still happening there. The Election Commission will announce a new, separate schedule for these three areas later.
The government noted that the first two phases of this program were highly successful.
  • Officials checked the voter lists in 13 states and Union Territories.
  • They successfully updated the details of about 590 million voters.
  • Over 630,000 Booth Level Officers worked hard during those early phases.
Furthermore, 920,000 agents from different political parties helped them complete the job.
The Election Commission expects the third phase in Odisha and the other states to achieve the exact same level of success.
