Daspalla: In a significant step towards inclusive growth, a collaborative initiative in Odisha's Nayagarh district is successfully connecting thousands of rural beneficiaries with government welfare schemes. Project Adhikaar, a joint effort by TPCODL and the voluntary organisation Mahashakti Foundation, is creating tangible change in the remote Daspalla block.
Despite numerous government schemes designed to uplift tribal, Dalit, marginalised, and deprived communities, many families in far-flung areas remain excluded. Complex application processes, difficult rules, and a simple lack of awareness often prevent these benefits from reaching the people who need them most. 
Project Adhikaar: Bridging the Gap for 5000+ Lives in Daspalla with ₹2 Cr Benefits


Project Adhikaar directly addresses this gap. Launched in April 2024 across five panchayats in Daspalla, the project works to identify the specific issues faced by rural families. The project team then directly links them to the appropriate existing government programmes, acting as a crucial bridge between the community and the system.
The results have been transformative. In a short span of time, the project has positively impacted over 5,000 beneficiaries. The initiative has assisted citizens in securing a wide range of entitlements. These include essential documents like ration cards, benefits under the Pradhan Mantri Awas Yojana for housing, and financial aid through the PM Kisan Samman Nidhi for farmers. It has also facilitated support for the elderly through pensions, secured land rights including forest land titles and homestead land, and provided aids like tricycles for persons with disabilities and solar home systems.
If calculated together, the total economic value of these secured benefits amounts to an astounding sum of more than two crore rupees. This infusion of rightful benefits is driving significant social and economic change at the grassroots level.

A distinguished professional with decades of experience in social service, Mr. Ghosal has been the driving force behind this unique community development model in Odisha. His approach focuses on practical implementation and sustainable change.
Project Adhikaar demonstrates that designing a welfare scheme is only the first step. The real challenge lies in its effective execution on the ground. This project is not a short-term effort but a sustainable model for social transformation. It offers a powerful, alternative vision for creating lasting change by empowering the poor and marginalised with awareness and access to their rightful entitlements. The movement in Daspalla provides a replicable blueprint for rural development across the state and the country.
