Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi announced a 10-point special relief package worth ₹1,000 crore to assist flood-affected areas across several districts. Heavy rainfall caused by a low-pressure system over the Bay of Bengal triggered flood conditions in parts of the state.
The Chief Minister reviewed the situation on the ground and directed officials to speed up all rescue, relief, and restoration operations. The state government created this package to provide immediate financial and material support to farmers, weavers, fishermen, and displaced families.
The Chief Minister stated that restoring normalcy and supporting affected citizens remains the top priority of the state government. He confirmed that the administration may increase the financial package after district officials submit their final damage assessment reports.

Key Measures in the 10-Point Special Package
- Crop Input Subsidies: The government will grant agriculture input subsidies to small and marginal farmers who experienced 33 percent or higher crop loss. Farmers will receive ₹8,500 per hectare for non-irrigated land, ₹17,000 per hectare for irrigated land, and ₹22,500 per hectare for perennial crops.
- Direct Seed Assistance: The administration will transfer financial aid directly to the bank accounts of affected farmers via Direct Benefit Transfer (DBT) so they can buy paddy and non-paddy seeds.
- Vegetable Kits and Pest Management: The agriculture department will distribute free vegetable mini-kits to farmers. It will also provide a 75 percent subsidy on pest and disease control supplies.
- Irrigation Repairs: Field teams will repair and rebuild damaged irrigation projects on a priority schedule.
- Fisheries and Livestock Support: The state will pay compensation for lost livestock. It will also provide financial assistance to help fishermen and fish farmers repair damaged boats, nets, and fish ponds.
- Crop Loan Restructuring: Cooperative banks and financial institutions will convert short-term Kharif crop loans into medium-term loans for interested farmers.
- Assistance for Artisans: Handloom and handicraft workers will receive ₹5,000 for damaged tools and equipment, along with an additional ₹5,000 for lost raw materials and finished goods.
- Infrastructure Reconstruction: Local authorities will execute temporary road repairs immediately. The government will release separate funds for permanent infrastructure rebuilding after completing a final damage survey.
- Emergency Food Supply: District administrations will continue providing cooked meals, dry food packets, and relief rice in all affected areas until living conditions normalize.
- Household Aid: Affected families will receive cash assistance to purchase basic household necessities, including clothing and kitchen utensils.
