NEW DELHI, 05/08: Prime Minister Narendra Modi marked the seventh anniversary of the removal of Articles 370 and 35(A) on August 5. He spoke about policy changes and administrative measures implemented in Jammu and Kashmir and Ladakh since 2019. 
The Prime Minister stated that the central government has increased investments and public programs in several key sectors. He listed education, healthcare, business entrepreneurship, and sports as primary areas of focus.
He also addressed the legal status of women and marginalised communities in the region. He stated that these groups now receive the same constitutional rights and legal protections as citizens in other parts of India through the application of the Indian Constitution.
Following these legislative actions, the central government reorganised the former state into two separate Union Territories Jammu and Kashmir and Ladakh.
This reorganisation brought both territories under the general laws of India and removed separate regional penal codes and property restrictions.
The Prime Minister stated that the 2019 policy decision fulfilled Dr. Mookerjee’s objective of a single administrative system across the entire country.
He added that the government wants citizens in both regions to participate in the national economic program known as Viksit Bharat, which aims to make India a developed nation.

Background of the 2019 Constitutional Changes
On August 5, 2019, the Parliament of India voted to remove the special status previously granted to Jammu and Kashmir under Article 370 of the Constitution. Lawmakers also repealed Article 35(A), which had allowed the regional legislature to define permanent residents and regulate property ownership and government employment.Following these legislative actions, the central government reorganised the former state into two separate Union Territories Jammu and Kashmir and Ladakh.

During his address, Prime Minister Modi connected the seventh anniversary to the 125th birth anniversary year of Dr. Syama Prasad Mookerjee. Dr. Mookerjee founded the Bharatiya Jana Sangh and campaigned against special constitutional provisions for Jammu and Kashmir during the 1950s.The Prime Minister stated that the 2019 policy decision fulfilled Dr. Mookerjee’s objective of a single administrative system across the entire country.
Focus on Future Economic Goals
