Bhubaneswar, April 22: (Report- Lipika Rani Raut): The safety of census workers and the general public remains the top priority for the Odisha government. Revenue and Disaster Management Minister Suresh Pujari clearly stated this goal recently. He led an important review meeting at the Lok Seva Bhawan to discuss the upcoming process. The meeting mainly focused on the first phase of the 2027 Census. The minister directed all officials to take strong safety measures for everyone working on the census. He wants to protect the staff from extreme weather and other harsh conditions.
Odisha Heatwave Alert: Govt Halts Afternoon Census Work to Protect Staff

The first phase of the census started on April 16, 2026. This phase involves listing houses and will end on May 15, 2026. During this time, government workers go from door to door. They collect important details about living conditions, family amenities, and household members. The Revenue Minister requested all residents of Odisha to help these workers. He asked citizens to provide accurate information to make the data collection a success.
A severe heatwave currently affects many parts of the state. Recent health incidents related to the extreme heat worry the state government. To solve this problem, Dr. Arabinda Padhee took quick action. He serves as the Additional Chief Secretary of the Revenue and Disaster Management Department. He wrote official letters to all District Collectors, Municipal Commissioners, and principal census officers. He instructed them to manage the heatwave risks effectively and protect the staff.
The government issued strict rules to keep the enumerators safe from the burning sun. Officials must stop all census field work between 11:00 AM and 3:00 PM every day. The minister ordered the District Collectors to enforce this daily break strictly. The district administrators must track the census workers regularly. They must also identify any risks in the field and meet the basic daily needs of the staff.
Furthermore, the minister asked officials to create a Standard Operating Procedure (SOP) for worker safety. He told the Home Department and the local police to take charge of protecting the census teams. Local leaders must teach the workers how to stay safe while doing their jobs. This helpful training will allow them to collect data smoothly and accurately without facing health issues.
Many school teachers currently work as enumerators for the census. Therefore, the government made special plans to protect student learning. Authorities will ensure that the census work does not disturb regular classes or the midday meal programs in schools. Education officials also discussed starting online classes during the upcoming summer vacation. This step will help students continue their studies without a long break.
Finally, Minister Pujari announced a helpful compensation plan. If any worker suffers an injury or dies during census duty, the government will provide financial help. The authorities will pay this money from the Disaster Management Fund, the Chief Minister's Relief Fund, or the Red Cross Fund. High-ranking officials, including Dr. Arabinda Padhee and Odisha Census Director Nikhil Pavan Kalyan, attended this important meeting to finalize the safety plans.
