Bhubaneswar: In a significant push to enhance Odisha’s industrial and economic development, the state government has intensified efforts to fast-track two major projects by the Indian Oil Corporation Limited (IOCL) – the Yarn Manufacturing Project in Bhadrak and Dual Feed Naphtha Cracker Plant in Paradeep. 
Odisha Government Accelerates IOCL Mega Projects in Paradeep and Bhadrak to Boost Industrial Growth


Chaired by Industries, Skill Development & Technical Education Minister Sampad Chandra Swain, a high-level review meeting was held at Kharavel Bhawan to ensure seamless execution of these projects, which are pivotal to Prime Minister Narendra Modi’s Purvodoya vision for eastern India’s industrial resurgence.  

Key Projects Under Review  

1. Dual Feed Naphtha Cracker Plant, Paradeep  

The Paradeep Naphtha Cracker Plant is set to revolutionize Odisha’s petrochemical sector, creating a strong downstream ecosystem. Expected to attract massive investments, this project will position Odisha as a key player in India’s petrochemical industry.  

2. Yarn Manufacturing Project, Bhadrak  

The Bhadrak Yarn Manufacturing Project aims to bolster the textile industry in Odisha, generating substantial employment, especially in rural areas. This initiative aligns with the state’s vision of boosting MSMEs and empowering local artisans.  

Government’s Push for Timely Execution  

Minister Sampad Chandra Swain stressed the need for urgent inter-departmental coordination to resolve pending issues, including:  
  • Land acquisition hurdles  
  • Statutory clearances  
  • Infrastructure development  
He emphasized that these projects will be game-changers for Odisha’s economy, unlocking thousands of jobs and attracting large-scale investments.  
“These projects mark a turning point in Odisha’s industrial growth. They will act as catalysts for economic transformation, bringing prosperity to our people,” Swain stated. 
Higher Education, Sports & Youth Services Minister Suryabanshi Suraj echoed these sentiments, calling for unified efforts among all stakeholders to maximize the state’s economic potential.  

Whyo These Projects Matter for Odisha’s Economy?  

1. Employment Generation 

  • The Paradeep Naphtha Cracker Plant will create direct and indirect employment opportunities in the petrochemical sector.  
  • The Bhadrak Yarn Project will boost textile-based livelihoods, particularly benefiting women and rural workers.  

2. Investment Influx  

Both projects are expected to attract multinational companies (MNCs) and ancillary industries, further strengthening Odisha’s industrial base.  

3. Infrastructure Development 

Improved road connectivity, power supply, and logistics will be developed to support these mega projects.

The meeting saw participation from key officials, including:  
  • Hemant Sharma, Additional Chief Secretary, Industries Department  
  • Senior representatives from IOCL, IDCO, IPICOL, OPTCL, Tata Power, and Dredging Corporation of India 
  • District Collectors of Bhadrak and Jagatsinghpur  
The Odisha government has reaffirmed its commitment to proactive governance, swift clearances, and inter-departmental collaboration to ensure these projects are grounded at the earliest.
