Bhubaneswar: The Odisha government has launched the 'SMILE' (Support for Marginalized Individuals for Livelihood and Enterprise) scheme, aiming to make Bhubaneswar and three other cities in the state free from beggary. The initiative focuses on rehabilitating beggars by providing them with sustainable livelihood opportunities, shelter, and skill development programs.
Along with Bhubaneswar, the scheme will be implemented in Cuttack, Berhampur, and Rourkela.
The program includes surveys to identify beggars, followed by rehabilitation measures such as vocational training, healthcare support, and financial assistance to help them transition into dignified employment.
The state government is collaborating with NGOs and local authorities to ensure the effective execution of the scheme. This move aligns with the Central Government’s SMILE initiative, which seeks to address urban poverty and social exclusion.
Officials believe that by offering alternative livelihood options, the scheme will not only reduce beggary but also integrate marginalized individuals into mainstream society. The initiative has been welcomed by social activists, who emphasize the need for long-term support to ensure its success.
If implemented effectively, the SMILE scheme could serve as a model for other cities in Odisha and beyond, promoting inclusive growth and social welfare.
