Cadre of Odisha Tuhin Kanta Pandey Takes Over as Ministry of Finance Revenue Secretary

New Delhi: Today, the 1987-batch Indian Administrative Service (IAS) officer from the Odisha cadre, Shri Tuhin Kanta Pandey, officially took over as Secretary, Department of Revenue (DoR), Ministry of Finance. In a concurrent role, he continues to serve as the Finance Secretary, reflecting the government’s confidence in his expertise and leadership.

The Appointments Committee of the Cabinet announced Shri Pandey’s appointment on Wednesday, acknowledging his remarkable career trajectory and contributions to various departments under the Ministry of Finance. 

Wide-ranging Experience in Important Departments 

Over the course of his career, Shri Pandey has held important positions in both the Union and State Governments more than thirty years. His most recent position marks yet another significant milestone in his illustrious tenure, which has included his roles as Secretary of: 
  • Since October 24, 2019, the Department of Investment and Public Asset Management (DIPAM). 
  • Since August 1, 2024, the Department of Public Enterprises (DPE). 
  • Since November 4, 2024, by the Department of Personnel and Training (DoPT). 
Under his direction, DIPAM and DPE have played a significant role in advancing business reforms and public asset management, two areas that are essential to India's economic policy. 

An Outstanding Public Administration Career 

Shri Pandey has served in a number of important capacities within the Union Government, including: 
  • Planning Commission Joint Secretary (now NITI Aayog) 
  • Cabinet Secretariat Joint Secretary 
  • Deputy Secretary, Commerce Ministry 
India's policy frameworks have been greatly influenced by his efforts in various capacities, especially in the areas of trade liberalisation and economic planning. 
Shri Pandey has been the administrative leader of several important departments in the Odisha government, including Finance, Commercial Taxes, General Administration, and Health. In addition, he has held the positions of executive director of the Odisha State Finance Corporation and managing director of the Odisha Small Industries Corporation. 

Experience abroad and academic credentials 

Working in the United Nations Industrial Development Organization's (UNIDO) Regional Office, where he contributed to the development of global industrial strategy, was one facet of Shri Pandey's foreign experience. 
An accomplished student, Shri Pandey has an MBA from the University of Birmingham in the United Kingdom and a Master's degree in Economics from Punjab University in Chandigarh. He is a key player in India's financial governance because of his broad educational background and administrative prowess. 

Effect on the Department of Revenue 

Shri Pandey is anticipated to spearhead India's efforts in tax administration, revenue collection, and fiscal policy in his capacity as Secretary of the Department of Revenue. He is in a unique position to handle issues like tax compliance, budgetary restraint, and revenue augmentation because of his vast expertise in asset management and public finance. 
The government's commitment on using seasoned administrators to promote fiscal stability and economic progress is further demonstrated by the appointment of Shri Tuhin Kanta Pandey as Secretary of the Department of Revenue. His responsibility for determining India's financial future is increased by his twin position as Finance Secretary.
